ESA Vendor Registration by State
ESA vendor registration by state is the operations map for Charlotte Mason tutors, co-op leaders, micro-school founders, and living-books curriculum sellers who want to accept education savings account or scholarship payments. As of September 2026, roughly 18 states run marketplace-style programs where third-party vendors register to get paid. Almost all of those paths run through ClassWallet, Odyssey (Theo Learning / TheoPay), or Step Up For Students' EMA.
This page is the operator companion to tax credit programs for Charlotte Mason schools, which explains programs for families. Here the question is how you become an approved provider, which portal to use, and where there is no vendor path at all.
This is not legal, tax, or compliance advice. Confirm current rules with the program administrator before you promise funded seats or invoice a family. Portals, award amounts, and application windows change every cycle. Last verified 2026-09-06.
The short version
- Roughly 18 states run ESA or marketplace-style programs where tutors, micro-schools, therapists, and curriculum sellers register to get paid.
- Almost every vendor path uses ClassWallet, Odyssey / Theo, or Step Up For Students / EMA.
- Sole proprietors can register in most marketplace states. Arizona tutoring providers often need only a high-school diploma or GED plus a business setup. Therapy and certified-tutor categories ask for more.
- Tax-credit-only programs (Oklahoma, Pennsylvania EITC/OSTC, and the federal ECCA) have no vendor marketplace.
- HSLDA and several state homeschool groups warn against taking ESA money because of possible strings attached. Read that section before you build a revenue plan around public accounts.
The three platforms
Learning these three onboarding flows covers most of the national market. Payment is usually invoice-based and back-end: Odyssey via Stripe often pays in 2 to 5 business days after parent approval; ClassWallet reimbursements often take 2 to 4 weeks.
Vendor approval on ClassWallet, Odyssey, or Step Up is a funding gate, not accreditation. Curriculum itself cannot be accredited — see what accredited curriculum actually means.
ClassWallet
Direct Pay and Marketplace for Arizona, Arkansas, West Virginia (historically), North Carolina, Alabama, South Carolina, Indiana curriculum vendors, and New Hampshire. Vendors typically complete a state or ClassWallet pre-registration, then link a bank account. Arizona vendor documentation cites a 2% ClassWallet Direct Pay service fee; some school guides tell vendors to multiply the invoice by about 1.025. Reimbursements often take 2 to 4 weeks.

Odyssey / Theo Learning
Marketplace and TheoPay branding for Utah, Iowa, Louisiana, Georgia, Wyoming, Missouri (2026-27), Texas TEFA, and Tennessee EFS. Providers register on a state-specific Odyssey vendor portal, set up Stripe, and get paid after parent approval, often in 2 to 5 business days. Utah and Missouri changed administrators into this rail; reconfirm the current portal before you apply.
States: UT, IA, LA, GA, WY, MO, TX, TN-EFS · Platform entry point
Step Up For Students / EMA
Florida's Family Empowerment Scholarships, FTC, and Personalized Education Program run through Step Up For Students with EMA (Education Market Assistant) and MyScholarShop. Vendor registration is free, with vetting and an onboarding kick-off call. Direct Pay or reimbursement; Step Up markets a prompt payment cycle. Handbooks were revised 7/23/2026.

No vendor path here
These programs help families with money, but they do not offer a tutor or curriculum vendor registration portal. Do not waste a week hunting for one.
- Oklahoma Parental Choice Tax Credit. Refundable tax credit paid to parents. Private schools use OkTAP for enrollment verification only. Tutors and curriculum sellers cannot register as vendors. Oklahoma PCTC
- Pennsylvania EITC / OSTC. Tax-credit scholarships funneled through scholarship granting organizations to schools. No tutor or curriculum vendor marketplace. EdChoice program database
- Federal ECCA / §25F (Education Freedom Tax Credit). Effective January 1, 2027: up to $1,700 non-refundable federal credit for donations to Scholarship Granting Organizations. Scholarships flow to families and schools. There is no federal provider registration. Twenty-seven states had submitted opt-in paperwork by April 15, 2026 per the IRS fact sheet. Strings attached: a balanced view
Some founders treat ESA revenue as ordinary tuition collection. Homeschool advocacy groups often do not. HSLDA's stated position is that it opposes government funding for homeschooling, commonly packaged as ESAs, vouchers, or school choice funds, because those funds can bring regulation. HSLDA distinguishes tax credits that let families keep more of their own income from ESA and voucher dollars that come from government accounts.
“HSLDA opposes any kind of government funding for homeschooling—these funds are most commonly referred to as ESAs, but they may also be packaged as vouchers or school choice funds.”
— HSLDA
Oklahoma's Constitutional Home Educators Alliance warns that even well-meant help can harden into regulation: whether a legislator believes it or not, there will be strings attached, and if the money follows the student, so does the regulation. Read their ESA page before you decide.
This site lists registration mechanics so operators can make an informed choice. It does not tell you to take the money.
Office habits that protect cash flow
Whatever the state calls the program, the workflow looks similar. Treat funding as operations work, not marketing copy.
- Assign one office owner for each portal. Shared logins with no owner create missed renewals and bounced payments.
- Keep legal name, address, tax ID, and contact fields identical across every form.
- Save PDF confirmations after every submission. Portal UIs change; proof of filing should not live only in a browser session.
- Confirm your legal status meets the program's definition of an eligible school or vendor before enrollment marketing leans on those funds.
- Do not build the whole budget on year-one ESA seats. Keep a parent-pay path and a cash reserve.
- Publish honest language for families: which costs ESA funds may cover at your program, and which fees remain parent-pay.
Find your state
Opportunity states appear first, then the rest of the marketplace and special-program list. Each entry links the official vendor registration path we could verify. Last checked 2026-09-06.

Keeping this page accurate
We built this page from official program hubs, platform portals, EdChoice, and administrator releases. Enrollment and award figures are labeled with named sources where we had them. Other figures should be treated as approximate. Every primary link was checked at time of writing (2026-09-06). See also our methodology.
Platforms move. Utah changed administrators (ACE to Odyssey) in 2025. Missouri moved to Odyssey for 2026-27. West Virginia's live portal shows TheoPay while older handbooks may still name Student First Technologies. Tennessee's EFS rail and ESA Pilot have conflicting public reporting. Wyoming litigation and the Texas TEFA launch remain live risks. We aim to re-verify each spring before the next application cycle.

Common questions
Can a sole proprietor or individual tutor register?
In most marketplace states, yes. Arizona is notably low-barrier for tutoring providers (high-school diploma or GED plus a business setup). Credential requirements rise for therapy and for certified-tutor categories. Georgia requires Georgia Professional Standards Commission certification for tutors.
Can a Charlotte Mason co-op register as a vendor?
Sometimes for tutoring, curriculum, or specific services, often not as a full private school. It depends on how the program defines eligible providers. Get the answer in writing from the program administrator before you promise ESA-funded seats.
Can out-of-state or online providers register?
Virtual delivery is widely allowed (Arizona, West Virginia, and Wyoming are explicit). Utah and Louisiana require a US entity. In-person providers often need an in-state address; North Carolina says so explicitly.
Which payment platforms should I learn first?
ClassWallet, Odyssey (including TheoPay branding), and Step Up For Students' EMA cover nearly every vendor-facing marketplace state. Learning those three onboarding flows covers most of the national market.
Why is there no Oklahoma vendor portal for tutors?
Oklahoma's Parental Choice Tax Credit reimburses parents directly through the tax system. Accredited private schools register in OkTAP only to issue enrollment verification numbers. There is no tutor or curriculum vendor marketplace.
Do ESA funds come with strings attached?
